Rural dwellers are the most neglected living species in the provision of infrastructures by the ruling government of the day in any developing nation. They are often disparaged and deprived of the basic information needed to improve and develop themselves because of their geo-social cultural, economic locations and conditions. This paper, therefore, focuses on the provision of rural public library services and its purveying information resources necessary in the development of the rural dweller and his community since public libraries have tremendous potential to play an active role in community economic development.
